The Assistant Branch Manager is an integral part of library management supervising coaching, training, directing and evaluating branch employees while creating and delivering outcome driven programs and services to the Chesterfield community.
DUTIES:
- Assist in managing the operations and activities of a library branch including supervising, training and evaluating library professionals and other staff.
- Deliver exceptional customer service.

- Perform all duties of a professional librarian and model behaviors for staff.

PRIMARY RESPONSIBILITIES:
Under limited supervision, serves as the supervisor of Learning & Staff Development for the library. Essential Job Functions
- Manages, implements, and supervises the operations for Learning and Staff Development for the Suffolk Public Library.
- Hires, trains, supervises, and evaluates subordinate staff and provides guidance to volunteers in the work to be performed and ensures compliance with library policies and procedures.
- Manages the library’s learning management system and intranet.
- Performs administrative duties such as preparing and analyzing statistical reports, performing outreach to staff, monitoring discretionary spending of a budget, and delivering trainings and classes.
- Prepares statistical and financial reports for levels of service, attendance, transactions, etc. Prepares and produces financial/budgetary reports monthly.
- Designs, develops, and delivers employee training and development programs through a variety of formats including e-learning, instructor-led classes, and other performance aids; coordinates and oversees the design, development and delivery of such programs/services by library staff.
- Conduct assessments and analyses to define performance, skill and knowledge gaps and recommend training and development to drive individual and department-wide capability and performance improvement.
- Design and develop programs and curriculum, partner with internal subject matter experts (SME) and/or external vendors to achieve defined training, learning and development objectives.
- Develop and implement a comprehensive communication strategy for training and development programs.
- Establish and maintain individual and organizational performance evaluation methods for training content, delivery, activities, engagement and outcomes. Utilize metrics to validate knowledge transfer and return on investment.
- Partners with the library management team to recommend and develop employee engagement programs and activities that enhance employment experience.
- Identify training needs, recommending and implementing solutions, and evaluating and measuring effectiveness.
- Schedules training sessions, develops registration procedures, ensures that the facility is set up, ensures that employees are notified, and coordinates other practical elements involved with planning professional development activities

MINIMUM QUALIFICATIONS:

General Statement of Duties
The Library Director will serve as the chief administrator of the Mathews Memorial Library, reporting directly to the Board of Trustees and will provide leadership and vision, building on the library’s existing stature, implementing and enhancing the library’s innovative programsandcontinuing its community involvement.
The Director will lead and inspire the library’s dedicated team of professionals, establishing a work environment that honors the unique skills of each one, enabling each to work professionally with autonomy. The Director will maintain effective communication with the Board of Trustees, the Friends of the Mathews Memorial Library and the community, while representing the library to civic organizations, businesses, nonprofits, schools and county government.
Essential Duties and Responsibilities
- Oversee the implementation of policy, services, programs, funding strategies, budgeting, facility maintenance, technology and I.T. training
- Develop and recommend the annual library budget and provide oversight of its implementation
- Develop and implement strategic goals and manage fiscal resources in partnership with the county Fiscal Officer and the Library of Virginia
- Fulfill requirements established by the Library of Virginia related to state funding
- Lead efforts to secure funding through grants and other opportunities
- Secure and oversee contracts executed for good and/or services
- Oversee and support outreach programs

Responsibilities
Reporting to the Head, Collection Analysis and Investment, the Business and Public Affairs Collections Librarian assumes a leadership role in developing, assessing, managing, and promoting the use of collections in all formats. Works closely with other members of the Collections Team with responsibilities for a $12.5 million acquisitions budget, to develop policy and procedures to sustain and foster excellent teaching and research collections, including those from smaller, lesser-known, and international presses with a variety of perspectives. Subject responsibilities include accounting, business administration, criminal justice, economics, finance, homeland security and emergency preparedness, information systems, management, marketing, political science, public administration, urban planning, and related disciplines.
