Jefferson-Madison Regional Library is seeking candidates to be considered for a Branch Manager position at the Gordon Avenue Library who are highly motivated and who support JMRL's Mission Statement to foster personal growth and life-long learning for all by connecting people with ideas, information, and each other. 

The preferred starting salary for this position is $24.35 hourly ($50,648.00 annually). Starting offer is based on applicable education, experience and internal equity. This position performs responsible professional and managerial work overseeing and participating in all library operation at the Gordon Avenue Library which is a Small Branch of the Jefferson-Madison Regional Library (JMRL). A Small Branch is defined as any library where the manager is responsible for the full time equivalent of less than 8 employees. Work is performed under the general supervision of the Library Director.

Essential Responsibilities and Duties

Duties may vary based on assigned branch:

  • Supervises and participates in daily operations of assigned branch.
  • Directly supervises, directs, schedules, and evaluates assigned staff.  Hires, trains, and evaluates staff, coordinates and monitors work activities, assists with complex/problem situations and provides technical expertise. Makes suggestions for staffing level needs to library administration.
  • Recruits, trains, and schedules volunteers.
  • Oversees branch outreach services to the local community.
  • Plans, prepares, presents, and reports results of educational and recreational programming for all ages, both internally and with external partners.
  • Provides services at circulation desk, checking in/checking out library materials, creating library cards, fulfilling requests for items on reserve, and routing items to other branches.  Assists patrons with fax, printing, copying and computer needs.
  • Manages cash flow by counting cash register and preparing bank deposit.
  • Provides reader’s advisory and reference services, and other assistance to patrons in use of the library.  Conducts reference interviews in order to interpret questions and identify the appropriate response.
  • Resolves non-routine patron interactions by communicating and interpreting library policy for staff and the general public.
  • Manages and maintains the branch collection.    Identifies gaps, makes suggestions for collection, and monitors consistency/accuracy in collection.    Participates in weeding of materials based on lack of use, inaccuracy, or physical condition.
  • Promotes library services and materials.    Prepares attractive and accurate publicity flyers or displays.  Assists in creating press releases on library activities.
  • Oversees expenditures for Friends Funds for programming.
  • Serves as community contact for branch, providing information to other agencies and local media about library services and plans, and responding to requests and questions from individuals, local government staff and other community organizations.
  • Monitors maintenance and repair of building, grounds, and equipment.  Schedules regular maintenance and submits work orders when problems are found.    Selects and orders furniture, equipment, and supplies.
  • Seeks professional development opportunities to keep up with best practices and trends in public librarianship.
  • Prepares routine and special reports.
  • Assists with development of regional library policies and procedures.
  • Serves as a member of JMRL’s regional management team and participates in regional committee work.
  • Responsible for appropriate use and maintenance of JMRL equipment, tools and other resources, including work time.
  • Regular and reliable attendance.
Other Duties
  • Performs additional duties to support operational requirements as apparent or assigned. 

Education, Experience and Skills

Education and Experience: 
Minimum QualificationsCandidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • Eligibility for professional certification in the Commonwealth of Virginia within the first 2 years of employment, AND 3 years of library work experience, including reader’s advisory, reference, and/or children’s services.
OR
  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Preferred Qualifications: 
  • Previous supervisory experience.
  • Knowledge of general reference sources as well as electronic information resources.
Certifications/Licenses/Other Requirements:
  • Required to successfully pass a pre-employment background check.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS:

  • Knowledge and ability to use computer software/hardware to perform all functions associated with circulation including data entry.
  • Knowledge of library policies and procedures associated with the circulation of library materials.
  • Knowledge of computer hardware, cash register, fax machines, copiers, telephones and meeting room equipment and all other applicable library equipment.
  • Knowledge of library collection including the ability to use print and electronic resources.
  • Knowledge of policies and procedures associated with collection development and the collection development plan.
  • Knowledge of and ability to implement library policies and procedures associated with public services such as the use of technology, meeting rooms, displays, food and phone use, etc.
Reading:
  • Advanced: ability to read and understand complex written materials such as books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.
Writing:
  • Advanced: Ability to develop complex written materials such as research papers, editorials, journals, speeches, manuals, or critiques. Ability to tailor writing to specific audiences and explain complex information and ideas.  
Math:
  • Intermediate: Ability to work with and understand number systems; simple formulas, practical application of fractions, percentages, ratios/proportions, and measurement such as technical specifications, budget preparation and financial operations.  
Communication Skills:
  • Advanced: Ability to develop effective working relationships with library staff, management, and the public.  Makes recommendations regarding policy development and implementation.  Contact may require the consideration of different points of view to reach understanding and gain cooperation and acceptance of ideas and may involve support of controversial positions or the negotiation of sensitive issues or important presentations.  Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Fiscal Responsibilities:
  • Submits budget requests for personnel, equipment and programming. Oversees expenditures for programming funding through Friends Fund.  Prepares bank deposit from collected fines and other monies.

  • Manages, monitors and directs work performance of subordinate supervisors, makes final decisions on hiring, discipline, performance evaluation, setting program/work objectives and realigns work and staffing as needed.

Physical Demands:

  • Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
  • Work requires pushing/pulling, standing for extended periods, stooping, bending, and carrying. 
  • Must be able to communicate information and ideas so others will understand.  Must be able to exchange accurate information in these situations.

Machines, Tools, Equipment, Software and Hardware:
  • Typically requires use of standard office equipment and telephone, and related software and hardware; uses book trucks, carts and bins, and any other equipment as appropriate or as assigned.  
Work Environment:
  • Work is performed in office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust.   
  • The noise level in the work environment is usually quiet.
