The Digital Services Manager within the Library Department leads technology efforts, which includes automating business processes or improving existing computer systems through the use of detail-oriented, analytical and technical skills. This includes the administration of the department’s main business application, Hampton Public Library’s Integrated Library System (ILS). The incumbent will serve as a technical point-of-contact for assigned functional areas and assists subject matter experts with ensuring data integrity, testing of system changes, report writing, and analyzing data flows for process improvement opportunities. This job works independently, under limited supervision, reporting major activities through periodic meetings. May supervise others.

Job Duties:

  • Configures and manages the efficient operation of the Integrated Library System, including application performance, administration, maintenance, and upgrades to meet library requirements.
  • Works with vendors for ongoing maintenance, development, and support concerning features and functions the library requires to maintain or enhance service.
  • Maintains interfaces between the library’s integrated library system and 3rd – party products, computer reservation systems, and web-based applications that require authentication from the customer database.
  • Produces regular and on-demand system management, circulation, and statistical reports for the library.
  • Collaborate with City IT staff, library staff, and vendors with reporting, troubleshooting, and determining appropriate corrective action.
  • Evaluates emerging technologies for application within the library system.
  • Responsible for the e-rate application process cycle and advises the Library Director on proposed budget each fiscal year to include justifications for purchase.
  • Monitors digital subscriptions, including maintenance and license agreements.
  • Manages and maintains the library’s official online presence, online catalog, and databases.
  • May manage and work with the City’s Treasurer’s Office on Debt Collect and Set-off Debt.
  • Assists staff in resolving site-specific problems and keeps staff informed of system policy and procedure changes involving technology.
  • Manages the selection, acquisition, and lending of physical technology such as mobile hot spots and digital education products and tools.
  • Collaborate on development of a system-wide strategy to address the technology needs of current and future customers, and enhance customer experience with changing technologies.

Minimum Requirements

  • Bachelor's degree in computer science or information science from an accredited college or university or a closely related field of study.   
  • Three (3) years of full-time equivalent experience in information technology or a closely related experience.  
  • Public Library experience required.  
  • A combination of education and experience may be considered for this position.
  • Knowledge of advanced computer capabilities and reporting techniques
  • Knowledge of conducting queries using computer languages such as SQL.  
  • Basic knowledge of HTML and CSS.  
  • Knowledge of Integrated Library System products.  
  • Must successfully pass a background check prior to any offer of employment or promotion.
