General Statement of the Job & Essential Functions
Under limited supervision, performs administrative and professional library work by independently performing or supervising the services provided by the Main Library or Branch Library. Reports to the Director of Libraries.

Plans and implements collection development and maintenance for the library branch; reviews trade publications, utilizes standard bibliographies, meets with book sale representatives, and participates in system-wide monthly acquisition meetings; coordinates interaction with the Portsmouth Public Schools; collects reading lists; conducts library tours and provides bibliographic instruction.

Plans, organizes and directs all activities of the branch employees to ensure service of current and anticipated needs of library patrons; projects manpower and staffing requirements; ensures the availability of resources and that maintenance activities are accomplished in a cost-effective manner; establishes, reviews and updates departmental procedures and standards for work; develops departmental plans and goals; oversees the training and supervision of parolees assigned to work at the library and the branch volunteer program; responsible for the development and implementation of the branches children's programs, includes the scheduling, advertising and training of staff for weekly story time, craft activities, and Books-by-the-Box program.

Responsible for the effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities.

Attends seminars, conferences, workshops, classes, lectures, etc. to enhance and maintain knowledge of trends and developments in the field of library science administration; represents the city at Virginia State Library workshops and Tidewater Area Youth Services Consortium; plans, implements and monitors the system-wide Summer Reading Club; Black History Month activities, Children's Book Week National Library Week, and other programs and events.

Performs other related work as required.  Individual assignments will be determined by supervisor based on current workload and department needs.

Education, Experience & Special Requirements
Requires American Library Association accredited Master’s degree in Library Science and 3 to 5 years of progressively responsible experience as a managing librarian; or any equivalent combination of training and experience that provides the required education and experience.

Virginia Public Librarian Certificate within six (6) months of employment.

An acceptable general background check to include a local and state criminal history check and sex offender registry check. Individuals in this position cannot be listed as having a founded child abuse or neglect complaint.

A valid driver’s license with an acceptable driving record.
