DESCRIPTION:
City of Lynchburg is seeking a qualified Librarian II, duties include professional work in a supervisory capacity within the technical services department of the public library system.  The ideal candidate will be skilled and open minded to technology with the ability to question, troubleshoot and find solutions, have experience working in a library environment providing a variety of support services to meet the changing technical needs of the modern library.

ESSENTIAL DUTIES
ESSENTIAL DUTIES AND RESPONSIBILITIES of the Cataloging and Digital Services Librarian  include the following:

  • Cataloging and classification of all library materials, in various formats including media and electronic resources
  • Train and supervise all library staff on existing and new technology.
  • Serves as liaison between the library, the City IT department, and the TLC Systems Administrator.  Troubleshoot and resolve issues in house whenever possible.
  • Monitor existing license expirations and renewals for digital subscriptions;
  • Review and recommend new workflows as technologies change; work co-operatively with the Acquisitions clerk for logical and smooth transitions of materials.
  • Establish and revise local serials holdings; maintain the Union List of Serials for the public library.
  • Oversee processing and repair operations of all materials;
  • Analyze, interpret and resolve system report information;
  • Oversee tabulation of a variety of statistics using the digital and statistical reports modules provided by vendors
  • Order, register and activate new electronic resources.
  • Communicate with vendors and arrange trials.
  • Serve as an active member of the local TLC catalog users group; form agreements that assure integrity of bibliographic data.
  • Provide leadership in a team environment working co-operatively with other library and City staff.
  • Contribute and collaborate with library staff on programs and special projects when and if possible.
  • Serve as a member of the Web Team; manage all technical aspects of the library website using Word Press; and public catalog (TLC).

ADDITIONAL DUTIES

  • Other duties to provide direct or indirect service to the citizens may be assigned.
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

SUPERVISORY RESPONSIBILITIES
Provides supervisor leadership of the library technical services department.
Directly supervises assigned staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

MINIMUM EDUCATION AND EXPERIENCE REQUIRED

QUALIFICATIONS

EDUCATION AND EXPERIENCE
Master's degree in library science from an American Library Association (ALA) accredited institution.  General knowledge of the principles and methods of modern library service including automated systems, cataloging, social media and digital resources. 3-5 years of experience with a variety of digital library systems required; experience with The Library Company (TLC) database preferred.

ADDITIONAL REQUIREMENTS
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.
May also be required to complete higher levels of NIMS training as determined appropriate for the position.

OTHER QUALIFICATIONS:

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Second language highly desirable.

MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

INTERPERSONAL SKILLS
Solid interpersonal skills, including patience and conflict resolution skills, required for working with citizens, vendors, and other City employees.
