Northumberland Public Library is seeking qualified applicants to fill the position of Library Director.   This position is open until filled. The first round of applications should be received no later than August 30, 2019. Subsequent screening of applications will occur as needed until the position is filled.

Northumberland County, the Mother County of the Historic Northern Neck, is situated between the Potomac and Rappahannock Rivers, bordering the Chesapeake Bay and just 70 miles from Fredericksburg and Richmond, Virginia. The Library is located in the center of Heathsville, the county seat and the economic hub for this rural county of 12,000 friendly people.  The County is second out of all Virginia localities in the proportion of its population of 12,000 that is 65 years of age or older (34.9%) and that large population of retirees translates to an active involvement in community organizations. The rural quality of the area promotes a slower paced lifestyle and a friendly and welcoming community.   

The Northern Neck offers residents an appealing quality of life. A peaceful land of small-town values, low cost of living, and a mecca for boaters and those who enjoy living close to nature.  The population consists of a healthy blend of families who have lived, farmed, and fished here for centuries, and an ever-burgeoning community of able and intellectual residents who have moved here to escape major cities and enjoy a slower lifestyle.

The Northumberland Public Library serves as an accessible community center for the entire population.  The Library currently employs two full-time librarians, ten part-time staffers, and a volunteer corps of more than 50 enthusiastic workers.  Community involvement, appreciation, and support are impressive. SUMMARY JOB DESCRIPTION:
The Library Director reports directly to the Library Board. The Library Director is responsible for overseeing all aspects of Library operations to efficiently and effectively serve the public needs. The Search Committee is seeking a candidate with strong management, communication, and community networking skills, who is ready to help this vibrant institution meet the needs of a diverse population for a variety of services. The successful candidate will approach the community with a forward-looking agenda providing 21st-century resources to meet the needs of Northumberland County citizens.

The Library Director must be able to maintain and enhance a welcoming, community-focused atmosphere.

The Library Director is expected to:

  • Plan, organize, direct, and coordinate library activities.
  • Supervise preparation and execution of department budget and maintenance of library accounts, records and bill payments, subject to central finance requirements.
  • Select library materials.
  • Enforce library policies as set by the Governing Board and develop library procedures.
  • Direct maintenance of statistical records on library activities, in accordance with State Library Board policies.
  • Stimulate and guide public relations activities and staff planning for service programs of the library.
  • Assign, schedule, and review the work of subordinates.
  • Lead, mentor, and train paid and volunteer staff.
  • Attend meetings, conferences, workshops, and seminars.
  • Encourage, support, and attend the outreach and fundraising activities of the Friends of the Library.
  • Collaborate with the local schools, universities, the YMCA, and other groups to increase usage of the Library.
  • Meet with civic, community, and other interested groups to explain library services.
  • Develop and maintain long-range planning for the library.
  • Stay abreast of current and trending library services and technologies
  • Direct recruitment and selection of professional and paraprofessional employees and conduct staff meetings.

QUALIFICATIONS:
Completion of a master’s degree in library and/or information science from an ALA-accredited library school required.  Four years of progressively responsible public library experience, with at least one year in a managerial/supervisory capacity preferred.  Must be certified, or eligible for certification, as a professional librarian by the Commonwealth of Virginia.

COMPENSATION:                                                                                                                                               
The Library Director position provides a competitive annual salary starting at $45,000 with additional salary possible for commensurate experience, a TIAA CREF managed 403(b) retirement plan, health insurance, annual and sick leave.  Possible rental housing exists within walking distance of the Library; the public-school complex is two miles, and the community college 19 miles from the Library.
