Librarian II – Law Library

The City of Virginia Beach is seeking a Librarian II – Law Library that will provide the most complex and in-depth research and information service to library customers through reference interviews and advanced research strategies and techniques using available resources. Specializes in providing support, training, and educational opportunities that meet the needs of internal and external customers; promotes the library’s collection and services through bibliographic instruction, outreach, programs and other activities.

•    Thorough knowledge of basic and advanced legal research sources and techniques using print and electronic sources.
•    Knowledge of library operations including an understanding of library practices, trends, integrated library systems (ILS), and emerging technologies.
•    Knowledge of print and electronic government documents including Federal, State and local documents and the ability to identify and locate such documents.
•    Knowledge of print and electronic foreign and international legal resources.
•    Skill utilizing technologies and electronic communication including Microsoft Office; Lexis Advance; Westlaw; web-based research; and online catalog and circulation ILS modules.
•    Select and maintain a current collection of legal research materials according to the American Association of Law Libraries (AALL) recommendations
•    Skill planning and teaching classes on legal research or law-related topics.
•    Skill developing and creating legal research guides.
•    Ability to work independently and function in a collegial, team-oriented environment, which emphasizes customer service and delivery of exemplary library services.
•    Ability to work with diverse library users of varying levels of skill and understanding.
•    Excellent interpersonal, verbal, and written communication skills.
•    Manages the research process by negotiating customer deadlines and monitoring and advancing the progress of research in order to ensure that equitable, quality reference service is provided.
•    Assists customers in accessing library resources.
•    Assists customers in operating and troubleshooting library technology and personal digital devices.
•    Interprets, explains, and applies library policies and procedures to internal and external customers.
•    Evaluates the digital and non-digital collection using a variety of tools and resources to make recommendations for additions, withdrawals, or replacement.
•    Leads or participates on teams to develop library system policies and procedures. Collaborates with colleagues to develop programs, share resources, and communicate trends in library services.
•    Leads and supervises staff in creating and implementing annual goals and objectives reflecting the City and Library’s vision in order to ensure quality customer service to internal and external customers.
•    Provides written and verbal performance feedback of staff.
•    May serve on departmental and City interview teams to hire staff.
•    Participates in professional organizations and continuing education activities in order to anticipate and meet customer needs.
•    May act as Building Manager in the absence of the library management. Makes decisions and resolves conflicts by applying library policies and procedures in order to ensure smooth operations of the library.
•    Monitors safety, security, and general maintenance of the library facility and outreach site to ensure a safe environment for internal and external customers.    
•    Performs other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described or less.

Individual assignments will be determined by the supervisor based on then current workloads and department needs.

Requires a Master’s Degree in Library and Information Science from and American Library Association accredited college or university, plus two (2) years of professional/administrative library work which provides the required knowledge, skills, and abilities.

SPECIAL REQUIREMENTS: All employees may be expected to work hours outside of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be able to work rotating shifts (days/evenings) including weekends and holidays, be available to work extra hours, and work at various library locations as necessary to meet operational needs.

Salary Range:   $50,273.60 - $77,188.80
