The City of Virginia Beach is seeking a Librarian I – Materials Management that will:

•    Manage the library's collection by establishing and implementing system-wide examination of identified sections of the collection; analyze community and industry trends and existing collections to determine the current and future resource needs of the various library agencies
•    Select a range of material formats to meet the needs and demands of the community.
•    Evaluate and respond to requests for information and materials from internal and external customers.
•    Analyze expenditures and market trends to recommend budget allocations to the Support Services Manager and monitor expenditures to keep within budgeted amounts.
•    Recommend collection policy and guidelines to the Materials Management Librarian to keep pace with changing library practices and improve service.
•    Identify, evaluate, and make recommendations to the Materials Management Librarian concerning vendors, publishers, and producers of materials, quality of service, discounts, fill rates, and other performance indicators to reduce operating costs and enhance efficiency; and provide basic input for bid specifications to assist in the development of RFP's.
•    Evaluate donated materials and confer with the donor, when needed, to determine suitability for inclusion in the collection.
•    Maintain records and perform research to prepare reports.
•    Research, prepare and write responses to library customers' requests to reconsider library materials.
•    Communicate decisions and explain library collection policies, standards, trends, and services to internal and external customers.
•    Give guidance and assistance to paraprofessional staff and volunteers.
•    Analyze library collection to ensure that current, accurate and consistent information is available to customers; analyze access pathways in the local online integrated library system and identify the need for additional access to ensure that current, accurate and consistent information is available to customers.
•    Organize library materials using a variety of standard classification methods to ensure customers have complete and accessible shelf access to all library material.
•    Create and modify MARC bibliographic records for a variety of formats for inclusion in local and international networked databases to provide customers with online access to library materials and to facilitate information transfer.
•    Develop retrospective cataloging projects in order to provide customers with access to new subject headings and consistent classification.
•    Consult with customers and prepare original correspondence, reports and presentations to interpret collection, cataloging and classification principles and promote understanding of Materials Management policies and procedures.
•    Use a variety of electronic resources for compilation and analysis of data.
•    Identify and report issues to Technology Services and suggest enhancements to the integrated library system to improve access to collections.
•    Assist in the preparation of training materials and programs that instruct staff in the use of national bibliographic standards and/or cataloging resources and access to information to ensure the accurate application of the national cataloging and classification standards.
•    Participate in City and department teams and committees in order to improve current processes and plan future growth. Contribute to regional cooperative resource development.
•     Participate in state and national library association activities by attending workshops and serving on committees and boards to increase knowledge of library principles, keep current with library trends and practices, and increase networking opportunities.
•    Promote library services and programs that provide customers with a variety of opportunities to enhance their library visit.
•    Maintain current knowledge of new technologies and resources in the library field by reading professional journals, participating in professional organizations and continuing education activities to ensure library customers receive quality service.


Requires a Master's Degree in Library Science from an American Library Association accredited college or university which provides the required knowledge, skills, and abilities.
