The runner-up this year is the Jefferson Madison Regional Library for its reaching out and partnering with the Thomas Jefferson Center for the Protection of Free Expression (<a href="x-msg://62/">http://www.tjcenter.org/monument/</a>) to spread the message about access to information and ideas.  The VLA IFC congratulates both library systems.</p>
