The City of Virginia Beach Library Department is seeking a dynamic Library Technology Services Manager to work with a team of professionals in the library setting at the City level for collaboration with interdependent technology systems. This position will lead Virginia Beach Public Library's Technology Services budget unit, which provides computer systems, technology project management, technology service tracking, and account management for a complex IT infrastructure. The Library Technology Services Manager will collaboratively  plan, lead, manage, and evaluate the delivery of technology services in alignment with organizational values and goals and the Library's vision and mission, to meet the information needs of customers, including City and Library departments, teams, divisions, branches, and staff.

The Library Technology Services Manager will: work closely with Library Leadership and staff to define and implement long-range planning for the Library’s technology systems; communicate in a variety of ways to facilitate dialogue for understanding of Library and City goals; model organizational values; offer leadership and quality service; manage computer systems and the technology project portfolio for the Library Department in alignment with City standards; is responsible for providing direction and expertise in digital resource applications, integrated computer and library systems; guide Library innovation through technology; manage workflow and project timelines; plan for sustainability; manage workflow and projects on a daily basis to ensure scheduled completion of tasks meeting goals and objectives; ensure efficiency through assessment and process improvement; lead, facilitate, and coordinate project teams; establish and  adhere to project deadlines; lead and attend meetings; offer presentations that communicate information or progress as related to technology initiatives;  keep Library Leadership informed as to technological innovation and offer status reports to communicate productivity; develop and keep current a technology plan that enhances customer experience in a changing technological landscape; and serve as liaison to City IT and other City departments in championing library projects.

The Library Technology Services Manager will: Maintain effective relationships with Library Leadership, management, and staff, City Leadership and officials, City IT, community partners, project consultants, contractors, and vendors; communicate and translate technical information to management and support staff; thoroughly review systems documentation for validity and adherence to City and departmental standards; maintain a strong line of communication with Library Leadership; coordinate formal and informal training as needed for staff development; provide thorough status reports on a scheduled basis; review, analyze, and develop reports for documentation of system modifications; manage the time and resources allocated on assigned projects; conduct meetings and lead teams; offer presentations that inform and translate technology effectively to the intended audience; thoroughly research new or proposed products for innovation, replacement, and/or upgrade; provide illustrative charts and graphs as status reports; utilize appropriate tools for systems analysis and reporting; conduct feasibility and cost benefit analysis;  implement effective management techniques;  review standards and best practices for system and process improvement; measure and analyze community interests and needs in order to develop innovative programs and services which are valued by customers; monitor and maintain a budget for efficient use of resources and stewardship of City funds; understand and negotiate vendor/partner agreements and contracts; actively initiate programs and services in alignment with Library and City of Virginia Beach’s vision, goals and objectives; provide leadership in the development and administration of library policies and procedures to ensure quality library service; maintain positive and effective public relations with Library and City Leadership, management, staff, and in the community.

Requires any combination of education (above the high school level) and/or experience equivalent to ten years, including three in a supervisory role, in fields utilizing the required knowledge, skills, and abilities in professional/administrative library/technology work.

Preferences are:

  • Master's Degree in Computer Science, Library and Information Science, Management Information Systems, or Public Administration
  • Experience with supervisory/ training techniques and staff development
  • Experience writing and reading complex technical documents
  • Experience in project management, researching, developing and implementing complex information systems
  • Experience with effective communications (both oral and written) of technical information
  • Knowledge of interpreting community interest/needs with the development of appropriate programs/ services
  • Experience being able to formulate and implement effective policies and procedures
  • Knowledge of managing, testing, and debugging programs and information systems
  • Project management certification

Salary Range:  $67,600.00 - $103,792.00
