The City of Chesapeake, Virginia (pop. 242,600) seeks a dynamic and experienced professional to serve as Director, Chesapeake Public Library System.  The Public Library serves as the vital link between our community and the world of knowledge and literature.    With an approximate operating budget of $9.5 million, the Director has oversight of seven libraries, two Mobile Editions, and the Law Library.  The staffing complement includes 81 full-time and 68 part-time employees.

The Position
Provides management and leadership within the library organizational system.  Provides strategic planning, long and short-term goal setting, monitoring and maintaining budgets and available resources.  Has oversight of all library operations, maintaining of library facilities, and promoting the libraries within the community.  Develops policy and position papers.  

Represents the Department and City before governing bodies and organizations.  Partners and works collaboratively with civic organizations, non- profit and business entities to advocate for resources which will serve the best interest of the citizenry of Chesapeake.

Candidate Profile
The ideal candidate will have advanced education, training and experience in library science. The candidate will have senior-level administration experience in planning, organizing, staffing, coordinating, managing, budgeting, and evaluating library organizations and systems.  The candidate must understand the day-to-day practice in a library system.
The candidate will have responsibility for seven branches, which serve highly populated geographical areas, with a wide variety of mandated and non-mandated programs.
This position requires a strong commitment to continuous quality improvement, customer service, performance management, and cooperative support of the Library Board, Library Foundation, and Friends of the Library.  We are seeking a proactive individual with a strong work ethic who will anticipate challenges, recommend innovative solutions, and deliver results.

Competitive candidates will possess the following attributes:

  • Ability to develop and maintain productive relationships with elected officials, business leaders, community leaders, advisory boards, the news media and the general public;
  • Ability to lead seven branches, with multiple programs and administrative divisions;
  • Ability to ensure program compliance with federal, state and local mandates;
  • Ability to oversee branch budgets;
  • Ability to negotiate agreements and/or reach consensus with diverse interests;
  • Ability to serve as a positive role model for customer service, ethical behavior, openness, dispute resolution, problem solving, and professional conduct;
  • Ability to serve as a motivator in developing strong staff and employee morale resulting in high levels of productivity and accomplishment; and
  • Skill in facilitating and collaborating with staff, as well as internal and external customers to determine the most effective and efficient approach to delivering services and resolving issues;
  • Skill in effective, clear, and persuasive oral and written communication.
  • Skill in designing outcome-based programs.

Required Qualifications
Requires an ALA accredited Master’s Degree in Library Science and a minimum of ten years of related, full-time equivalent experience as a professional librarian, eight of which were in a managerial position.

Special Certifications and Licenses
Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards.  Virginia Public Librarian Certification or ability to obtain within 90 days of hire.

The salary range for this position is $89,005—$130,000, depending upon qualifications.  

The City may reimburse reasonable relocation expenses incurred.
