2001 Scholarship Recipients

The VLA Scholarship Committee is pleased to announce the recipient of the Virginia Library Association Paraprofessional Forum (VLAPF) scholarship and the two recipients of the 2001 Virginia Library Association scholarships.

VLAPF Scholarship

Iris Taylor, the recipient of the VLAPF scholarship, began her library career in 1977 as a Library Page at the Richmond Public Library and has since worked in a wide variety of libraries.  She currently works for the Library of Virginia as a Monograph Cataloger and serves as President of the LOV Staff Association.  Iris received her Bachelor of Science in Criminal Justice from Virginia Commonwealth University and is currently enrolled at Catholic University of America in their MLS program.  She plans to continue working as a professional in her present position or become a Law Librarian.

The Scholarship Committee will award Iris her scholarship at the VLAPF annual conference in May.

VLA Scholarships

The recipients of the Virginia Library Association scholarships are Merrill Chertok and Zewdu Mantegbot.

Merrill Chertok is a paraprofessional Law Librarian at the Alexandria Law Library.  She has a law degree from Dickinson School of Law and a Bachelor of Science degree in Communications from Ithaca College.  Merrill is active in numerous library and law associations and, through the Virginia Association of Law Libraries, is continuously lobbying politicians to increase funding for Virginia libraries.  She has taught a Continuing Legal Education class, “Legal Research on the Internet,” for five years.  Merrill is exploring the many types of libraries while studying for her library degree through the University of Wisconsin’s distance education program.  She will most likely focus on a career in law librarianship.

Zewdu Mantegbot currently works as a library assistant at the Arlington Public Library.  Zewdu came to the United States in 1993 from Ethiopia where he worked both as a teacher and an administrator.  He also worked as a library assistant at the Addis Ababa University while getting his Bachelor of Education degree.  Zewdu is very active in his  community and especially strives to make life easier for Ethiopian immigrants by organizing classes in the library and serving as an interpreter.  He began his studies in Library Science this winter at Catholic University of America and after graduation wants to continue to work as a professional in a public library.

Merrill and Zewdu will be awarded their scholarships at the Virginia Library Association’s annual conference in October.

All three recipients were awarded $2,000 scholarships to assist them in their pursuit of their Master’s degrees in library science.  Congratulations to three outstanding and deserving scholarship recipients.

VLA-DCLA Reciprocity

VLA Council has approved an agreement that allows Virginia Library Association members and District of Columbia Library Association members to attend programs sponsored by either association at member rates.  Upcoming DCLA events are listed at http://www.dcla.org/.  During the coming year VLA will pursue other reciprocal agreements with library organizations in the region.  If you have any suggestions or insights on this process, please contact VLA President Cy Dillon at cdillon@ferrum.edu.

Slate of Officers

The Nominating Committee is pleased to present you with the candidates for the offices of Second Vice-President and Treasurer.  The candidates for President will be featured in the June Newsletter.

2nd Vice President:                   Lisa Lee Broughman

Harriet Edmunds

                                                         Barbara Rittinger

Treasurer:              Susan Gunter

                              Andrew Morton

These nominees have submitted their biographical and position statements to share with our Association’s membership.  Their professional experience and commitment will provide strong leadership for VLA.

Nominee for 2nd Vice President:

Lisa Lee Broughman is the Technical Services Librarian at Randolph-Macon Woman’s College in Lynchburg, where she has held her position since 1999.  Before beginning her employment at R-MWC, Lisa worked as both a Quality Control Librarian and an Information Officer at VTLS, Inc. in Blacksburg.  Prior to receiving her MLIS at the University of South Carolina, she held positions as the Serials Coordinator and the Circulation Assistant at Hollins College (now University) in Roanoke.  She is also a graduate of Randolph-Macon Women’s College, double-majoring in English Literature and Philosophy.

Lisa became a member of VLA in 1996.  She developed an interest in becoming more involved with the association through her attendance at the VLA Paraprofessional Forum.  Since returning to R-MWC, Lisa has joined the VLA Continuing Education committee, where she expresses her continuing interest in the VLAPF by serving as their Committee Liaison.  She was a member of the Virginia State Reading Association from 1997-1999 and began her membership in the American Library Association in 1996.  She is a member of the ALA Intellectual Freedom Round Table and New Member Round Table, where she will serve on the 3M Social Committee in the upcoming year.

Statement:  My involvement with the Virginia Library Association began when I attended the annual Paraprofessional Forum, where I first realized the extent of the Association’s support for all levels of library employees throughout the Commonwealth.  Soon after, I made the decision to pursue a career as a Librarian and, again, I found that the VLA and its members were an invaluable resource for support and information.

In the years following my graduation, I have developed a significant interest in promoting the breadth of VLA’s interests both as a means of encouraging others who are entering the field and to maintain involvement with those who are rich in expertise.  Through my work in the Continuing Education Committee, I discovered the importance of utilizing the Association’s most valuable resources: our own members.  Together, we depict every rank of library employment, in every model of library environment, and together we will be able to confront the obstacles that face every library in Virginia today.

My objective as the Second Vice-President would be to encourage library employees to be actively involved in the multitude of opportunities that the Virginia Library Association presents to us.  Opportunities range from attendance at a workshop, forum or conference, to membership in a committee or the Council.  Each of us has something worthwhile to give to the Association that so strongly supports our profession.

The Virginia Library Association’s officers, both past and present, have set a high standard of service to the membership.  I would consider it a privilege to work with the Executive Committee and the Council to continue this practice, always mindful of the needs of the library community in Virginia.

Nominee for 2nd Vice President:

Barbara Rittinger began her career in libraries in 1974 as Circulation Supervisor at the Florida Technological University.  In 1975 she moved to the Florida Institute of Technology as Head of the Circulation and Audio Visual Departments where she remained until 1979.  While an undergraduate, she worked as a Circulation Assistant at the School for Advanced International Studies in Washington, DC.  Returning to Florida in 1980's she worked for the Dept. of Health and Rehabilitative Service (HRS) in progressively responsible positions including Volunteer Services Specialists, Program Training Analysts, and Staff Development, and Training Manager.  Moving back to Virginia in 1991 she joined the Potomac Branch Library in Prince William County, and in 1993 she began work at the Arlington County Department of Libraries where she is currently employed as a Serials Specialists in Technical Services.  She holds a BA from George Washington University.

Barbara has been a VLA member since 1995, serving on the Continuing Education Committee, since1997 (Co-Chair 1999-2000; Chair 2001-); the Nomination Committee for 1999, and the Board of the Paraprofessional Forum, since 1999-.  She has been a member of ALA since 1997 and is a member of both the Staff Support Interest Round Table (SSIRT) and the Continuing Library Education Network Exchange (CLENE).  She is currently a candidate for the CLENE Board for 2002-2004.

Statement:  Virginia libraries are fortunate to have an active, responsive library association representing their interests and supporting their initiatives.  In VLA, our strength is in our members; they are active, concerned, supportive library professionals who understand the need to be involved in the issues facing today's libraries.  VLA offers each member the opportunity for professional growth. Bringing their unique and creative talents, members respond by lending their considerable expertise to meet today's challenges and define the issues that shaping tomorrow's libraries.

As Library professionals, we are continuously challenged to find solutions to new and existing problems while preparing for the library of tomorrow.  VLA's commitment to training offers members the opportunity for life long personal and professional growth through annual programs, which address new developments, in every facet of our profession.

VLA builds on the experience of its existing membership while seeking renewal from new members.  The Administrative Services Committee is charged with recruiting new members and encouraging the active participation of all members so that we can adequately staff each Unit.  The function is essential to the health of our organization and the success of our mission.  In a sense, this committee functions as the association's Human Resources Department by insuring that our members are well placed on each of our Units and by maintaining an active membership list from which to draw when vacancies occur.  Administrative Services is also charged with reviewing and maintaining the VLA Bylaws and Manual so that they provide a viable framework for organization and action.  These documents provide the structure and define the method under which the organization functions.

It is fitting that the responsibility for preserving the association's history is also placed with this office.  The future builds on the past.  Preserving our history insures both a sense of continuity for new members and a place to start when change is mandated.   These documents and publications provide the record of VLA's participation in the shaping of Virginia's libraries.  They serve as testimony to our efforts and our accomplishments on behalf of library professionals throughout the state.

It would be my privilege to work with the Executive Committee by helping to provide a strong active membership and workable, efficient procedures to facilitate our goals and initiatives, and by maintaining an accurate detailed record of our activities for future referral and guidance.

Nominee for Treasurer:

Susan Gunter has been the Electronic Resources Librarian for Longwood College Library since August 2000.  Prior to that, she was a part-time Library Assistant at Columbia College in Columbia, Missouri while she was obtaining her MLIS from the University of Missouri-Columbia.  Susan also has a BS in Accounting from the University of Missouri-Columbia and before returning to graduate school to pursue a MLIS, she spent ten years in the accounting field.  She began her accounting career as a CPA for Baird, Kurtz, and Dobson in St. Louis, Missouri (1988-1991) and ended up serving as the Director of Finance and Operations for the Gateway Area Chapter of

the National Multiple Sclerosis Society in St. Louis, Missouri (1997-1998).

Susan joined VLA after obtaining a position at Longwood College and has worked with the Academic Section and Technical Services and Technology Forum in sponsoring their workshop this past March.  She also serves as the treasurer for the Farmville Area Habitat for Humanity.

Statement:  As a newcomer to Virginia and the library profession, one of the benefits I've received as a member of VLA has been the opportunity to interact and learn from a diverse group of individuals.  I believe that cooperation among libraries and librarians is essential in the rapidly changing environment of library and information services.  VLA offers librarians of all types the chance to work together and learn from each other.

My participation in VLA thus far has helped me to grow professionally and I look forward to becoming more actively involved.  With a background in accounting, I welcome the opportunity to use my financial skills to serve as treasurer and support the mission of VLA.

Nominee for Treasurer:

Andy Morton is a Virginia native and has returned after spending time in the Carolinas.  He grew up in Galax, Virginia, and currently resides in Richmond.  After completing their undergraduate degrees, he and his wife moved from Charleston, SC to Greensboro, NC where Andy attended UNC Greensboro and acquired his master's degree in library and information studies.  While going to library school, Andy worked full-time as the stacks manager at Wake Forest University's Z. Smith Reynolds Library.

After completing library school, he and his wife moved to Richmond after he accepted the position of Access Services Manager at the Tompkins-McCaw Library for the Health Sciences at Virginia Commonwealth University.  After serving VCU for over two years, he accepted his current position as Head of Access and Delivery Services at the University of Richmond's Boatwright Memorial Library.

Andy has been a VLA member since moving here in August of 1998 and is currently working with others to further organize Region IV.  He is also active with both the Richmond Academic Library Consortium (RALC) and the Virtual Library of Virginia (VIVA).

Statement: The Virginia Library Association is a strong voice for all of Virginia's libraries.  Only as a united group will librarians in the Commonwealth affect legislation, raise community awareness, and provide better information delivery to our users, whether they are elementary students, book-club members, or Ph.D. candidates.

VLA provides a place where librarians can communicate, share ideas, and promote goals and objectives.  Libraries today face tremendous changes brought about by new technologies that offer capabilities never before conceived.  Changes such as these requires constant communication that VLA greatly facilities through listservs, the VLA Newsletter, and Virginia Libraries.  It is also important to reflect on the past; recent articles in Virginia Libraries have documented our history; we are much better prepared for the future after seeing where we have come from.

I am proud of VLA for the recent aggressive stance on the pending UCITA legislation.  UCITA has the potential to be very detrimental to libraries, and while only achieving small victories, I believe the opposition raised the level of library awareness within the General Assembly.  Activity such as this excites me about being a member of VLA and reinforces my decision to participate, both as a member and as a candidate.  VLA’s success is highly dependent on a growing and engaged membership that is willing to serve at every level.  If elected, I look forward to further serving the cause of Virginia’s libraries and the members of VLA.

Election

Ballots will be mailed to members in August.  For additional information, please contact Carolyn Barkley at (757) 431-3927; fax (757) 431-3018; email: cbarkley@city.virginia-beach.va.us.

Highlights from April VLA Council Meeting

Membership

Linda Hahne, the Executive Director, reported that VLA Membership now stands at 1035, including 244 new members.  There are still 276 members who have not renewed, but there has been a rush of new member registrations as the May VLAPF Conference approaches.  Any member who has renewed annual membership will continue to receive VLA publications; however, anybody not receiving new issues should contact Linda to renew.  The new VLA Membership Directory will be published in mid May to allow for more renewals this month.  If you have not renewed your membership, use the form at the VLA homepage and fax it to Linda Hahne at (757) 583-5041.

Financial

Linda Hahne noted that the bulk of the organization’s $73,139 income has been coming from memberships.  Programs are doing well but are still in progress.  One ad and thirteen booths have been sold for the Annual Conference so far.  Expenses included the new software for the VLA listserv.  Only $4200 has been received of the $26,000 budgeted to cover the cost of the legislative liaison.  Anyone interested in donating can request an invoice from Linda at lhahne@coastalnet.com.

Executive Agenda

Cy Dillon, VLA President, discussed the idea of bringing an Information Officer into the Executive committee to handle the contacts of various media or publications regarding VLA activities.  This additional person would attend meetings but would not be a voting member.  This would be a good position for someone, perhaps even a college student, wanting to become involved in VLA.  Anybody interested should contact Cy at cdillon@ferrum.edu.

VLA has a resolution posted against the Child Internet Protection Act (CIPA) with other states.  ALA has partners in the suit, but VLA is not mentioned prominently, even though we have donated $1,000 for legal fees.

The Legislative Committee sent a letter calling for a special session in hopes that the General Assembly will address the budget.  Governor Gilmore presented the budget; but since there was no agreement, we are left with no budget amendments and not enough money for full funding for public libraries.  Cy recommended using the legislative tool on the VLA Website to join the Legislative Committee in calling for a special session to address the budget.

Annual Conference

Harriet Edmunds reported that the committee has been working hard to make the 2001 Annual Conference the best ever.  The academic committee has planned a fee-required workshop called ”Using the ACRL Standards to Create a Continuous Assessment Environment.”  The committee is also working on a logo; sponsorship; the Jefferson Cup Winner event; and a Thursday evening bus trip to the Library of Virginia for music, dessert, and wine.  Henrico County will be displaying a new bookmobile outside the exhibit area.  It was noted that vendors play a big part in the Annual Conference and that they should be thanked for their support.  Members were reminded that with 700 parking spaces, attendees should not have to worry about parking.

Federal Legislative

Mary Mayer-Hennelly reported that they have been working to bring librarians, Friends, and trustees to National Library Legislative Day since it is important to have regular citizens with them on appointments with legislators.  Buses are scheduled to drive from the Tidewater area and Richmond to the Capitol.  VLA is underwriting $200 for the cost of each bus.  She explained that the $40 luncheon fee helps to pay for the lunches of the attending Congressional members and their aides.  Important discussion topics with  members of Congress are the future of the Government Printing Office (GPO), the Children Internet Protection Act (CIPA), and e-rate funding.

Minutes Online

These are only a few of the items covered when the VLA Council met April 6 in Charlottesville.  The secretary will be submitting the complete minutes of reports by committees, regions, sections, and forums; her minutes will be available online at http://www.vla.org under the “Council” section.

Request from Council to Update Email Addresses

All VLA members are requested by the Council to update your email addresses and are encouraged to subscribe to the VLA General Listserv and one or more of the other mail lists.

VLA bought a new server last year and then moved to a new software package for its electronic mail lists.  The new software features searchable Archives in case you ever want to review an earlier message. Steve Helm, VLA Webmaster, recently recreated all of the mail lists and added existing information.

The Council is considering the possibility of adding all VLA members (over 1000) to the VLA mail list, and Cy Dillon, VLA President, has asked Steve to research the cost.  The Council wants to reach more members and believes that it could be worth the extra cost to keep all members informed.  Unfortunately, although most VLA members have email addresses, many of these addresses need to be updated.

Therefore, please send your new email address to Linda Hahne, Executive Director, at lhahne@coastalnet.com.  If you are unsure which address is on your record, send her an update with your preferred address for the VLA list.  Please help us to keep you informed!

For additional information about the available lists, click on “VLA Listserv” from the main menu at http://www.vla.org.  Lists include the VLA General Listserv, Academic Library Section, Continuing Education Committee, Legislative Committee, Paraprofessional Forum, Public Library, and Youth Services.

Deadline Extended for Conference Proposals

Even if this has been a busy year for you, it is not too late to submit a concurrent session proposal for the VLA Annual Conference in October.  The deadline for submissions has now been extended to June 1.  Presenting a concurrent session is a great opportunity to share your talents and professional experiences with fellow librarians and paraprofessionals.

The Concurrent Session Proposal form, which is included with this issue, is also posted at  http://www.vla.org.  Please fax your completed form to Linda Hahne, VLA Executive Director, at (757) 583-5041.

People & Happenings

Carolyn Caywood, Librarian from the Virginia Beach Public Library System, testified before the House Energy/Commerce Subcommittee on Telecommunications and the Internet on April 4th.  The hearing, described as part of the subcommittee's oversight of the E-rate and the new Children's Internet Protection Act (CIPA) law focused on the E-rate and filtering.  In her testimony, Caywood emphasized the following four points.  1) Responsibility for making decisions about Internet usage policies and procedures should always be made at the local level within the bounds of the Constitution.  2) Technology cannot substitute for an informed community, effective librarians and teachers, educated families and trained Internet users.  3) Resources devoted to education about Internet usage are more effective in protecting our children than having Federally mandated filters installed at local expense.  4) Filters just do not work the way the CIPA law assumes.   Caywood’s complete testimony is featured under “E-rate and Filtering Focus of April 4th House Hearing” at http://www.ala.org/washoff/.

Cy Dillon, VLA President, and Karen Dillon attended the Texas Library Association Annual Conference in San Antonio on March 29 and 29.  Cy had been invited by Texas State Librarian (and former VLA member) Peggie Rudd to speak in a session on UCITA with Roberta Shaffer, Dean of the University of Texas Library School.  The explanation of VLA's struggles with UCITA legislation was well received by a group of around 100 Texas library advocates who hope to defeat the measure in their state.  Dean Shaffer later said that the Virginians brought "very useful advice for Texans."

Danna Faulds has joined the Staunton Public Library as Adult Services Librarian.  Danna is glad to be back in Virginia where she worked at the Salem Public Library from 1993-1998 and also at the Staunton Public Library from 1984-1989.  Most recently she has been a Research Associate at the Kripalu Center, Lenox, MA, and also worked for the Lenox Library Association.

Jane G. Goodwin has been appointed Deputy Director of the Fairfax County Public Library, the largest public library system in Virginia.  Goodwin’s appointment follows the retirement of Judith Anderson.  Goodwin started with the Library in 1983 as the Assistant Coordinator for Evaluation and Information Development, became the Coordinator of the Office of Planning and Evaluation in 1984, and assumed the position of Associate Director of Administration in 1987.  Goodwin received her undergraduate degree from Boston University, MLS from the University of Rhode Island, and MBA from the University of Connecticut.  Prior to her work in Virginia, she held positions in library systems in Massachusetts, Rhode Island, and Connecticut.

Melissa Malcolm joins the Norfolk Public Library as Adult Services coordinator at Kirn Memorial Library.  Malcolm earned her BA in English from the University of Vermont and MLS from the University of Ontario.  Malcolm has taught graduate library media courses and been a Circulation Supervisor.  Prior to joining NPL, Malcolm was a High School Librarian in Bristol, Vermont, and a Children’s Librarian in Middlebury, Vermont.
